Background
Occupational exposure limits (OEL) are increasingly being implemented as a tool to control chemical hazards at work at European and international as well as national levels. The new EU chemical legislation (REACH) will change the current EU system on the evaluation and control of chemical risks, including the conditions in workplaces.
Objectives
After the course the participants will be able to
- differentiate between the various approaches and criteria used to set an OEL
- identify the problems of comparing OELs from different countries
- analyse an OEL based on background information
- understand the concepts of DNELs/DMELs and their relation to OELs
- understand the linkage between REACH legislation and OSH regulations.
Target group
This one-week, full-time course is targeted to those responsible for chemical
safety issues at workplaces and authorities, as well as occupational health personnel and scientists, who seek familiarity
with OEL setting procedures and REACH legislation in relation to the working environment.
Course structure
The course consists mainly of lectures by experts in the field. In parallel group
proposal for an OEL. They are also asked to discuss possible REACH implications (e.g. DNELs) for the substance. Lectures,
group work summaries and additional reading materials will be collected in electronic format (power point, pdf) and
distributed on a CD to the participants at the end of the course.

Location and accommodation
The course will take place at the Sätra Brunn Hotel in Sala 130 km northwest of Stockholm . The course venue can be easily reached by train and bus from Stockholm and Uppsala. Accommodation at Sätra Brunn is available in a variety of different types of traditional hotel accommodation including comfortable hotel rooms, romantic retreats and log cabins. The Sätra Brunn area comprises 110 picturesque, historical wooden buildings, most of them dating back to the 18th century. Please also visit the web page of the center: www.satrabrunn.se.
The organiser has reserved rooms for the participants at the conference hotel. The approximate price of a single room with full board (accommodation, breakfast, morning and afternoon coffees, lunch and dinner) in the main hotel building (Hotel Skogsgården) amounts to about EUR 720,- Monday to Friday. Cheaper accommodation at the Brunnslogi can be offered at the price of EUR 630,- from Monday to Friday. The rooms at the Brunnslogi have a lower standard with toilets and hand basins in the room and shared shower facilities in the corridor. In case of arrival before course start, an additional cost of EUR 77,- and EUR 57,- respectively will be charged. A so called day meeting with conference coffees and lunch costs EUR 30,-/day. Minor changes in the prices might be possible. More detailed information about the practical arrangements will be sent to the participants after the application deadline.

completed and returned to her not later than 12 June 2008. A letter of confirmation together with the detailed programme

Scholarships
Applicants from North-western Russia , the St. Petersburg area and Russian Karelia,
can apply for a special NIVA scholarship to cover the course fee and accommodation. Application forms are available from the

Finnish participants can apply for financial support from Työsuojelurahasto
(Finnish Work Environment Fund, www.tsr.fi). Application forms must reach the Fund by 3 January, 2 May
and 3 October 2008. Other Nordic and international participants can turn to their own national education authorities,
the Ministry of Health or the Ministry of Labour for financial support.
